With a partnership spanning over 25 years, the Council of Europe is our oldest and most steadfast partner, consistently supporting the development of the European Youth Card as a tool for youth policy across Europe.

Partial Agreement on Youth Mobility Through the Youth Card

Since 1991, we have been working with the Council of Europe to support youth mobility in the framework of the Partial Agreement on Youth Mobility through the Youth Card. 21 Council of Europe Member States contribute to the PA.

Each year we deliver a PA work programme that connects Council of Europe Member States with EYCA member organisations and helps them work together to develop more effective policy and practice responses to youth mobility.

No Hate Speech Movement

The No Hate Speech Movement is a youth initiative aiming to rally young people against hate speech online and offline. The youth-led campaign is supported by the Council of Europe and promoted by EYCA and our member organisations.

To bring the No Hate message to European Youth Cardholders, EYCA members promote the campaign action days, issue No Hate editions of the European Youth Card, organise special events, and work to raise awareness for the cause.

European Platform on Learning Mobility

An initiative of the European Union – Council of Europe Youth Partnership, the European Platform on Learning Mobility aims to contribute to the improvement, awareness and recognition of learning mobility in the youth field. The Platform creates an open space where practitioners, researchers and policy makers can share ideas and best practice.

As the largest European organisation for youth mobility, EYCA is part of the Steering Group of the European Platform for Learning Mobility, helping to develop the Platform’s agenda, activities and bi-annual conferences.
