Partial Agreement on Youth Mobility Through The Youth Card within Council of Europe

Since 1991, EYCA has cooperated with the Council of Europe to deliver a work programme connected to the Partial Agreement (PA) on Youth Mobility through the Youth Card.

21 CoE Member States contribute to this Partial Agreement to develop more effective policy and practice responses to youth mobility. The Members States who have joined the PA are: Andorra, Armenia, Austria, Azerbaijan, Bosnia and Herzegovina, Croatia, Cyprus, Finland, Hungary, Ireland, Luxembourg, Malta, Moldova, Montenegro, The Netherlands, Portugal, San Marino, Serbia, Slovenia, Slovakia and Switzerland.

The specific objectives for the Partial Agreement work programme are:

  • Generate and mobilise knowldege about youth mobility in Europe
  • Support Governments to offer better policy responses to youth mobility issues
  • Engage a wide range of stakeholders to devise youth mobility-related policy including European institutions, governments, businesses, experts and young people
  • Support youth card practice that contributes to better youth mobility solutions

Any member State of the Council of Europe and any State party to the European Cultural Convention may join the PA at any moment by making a declaration to this effect to the Secretary General. By joining the Partial Agreement on Youth Mobility the Youth Card, Member States are supporting a tool that has high levels of credibility with young people and can connect young people to innovative practice for youth mobility and active citizenship in Europe.

Member States of the Partial Agreement can nominate members of the Board of Coordination of the Partial Agreement and, thus, take part in drafting, managing and implementing the programme and budget of the PA, as well as in monitoring the implementation of the Youth Card scheme in all the states concerned.
